The workshop proceedings will be published directly by World Scientific, in book format. Manuscripts will be accepted for submission via hard-copy and ftp until October 15, 2002.

• Manuscripts should be formatted according to WS 9"x6" book standard. The LateX style file for this standard is available at World Scientific Proceedings.
  
• Instructions for producing camera-ready manuscript using MS-Word for publication in conference proceedings is also available.
  
• Submissions will be made by ftp or hardcopy.Uploading through ftp
• Submissions must also be accompanied by an appropriately executed copyright transfer form
  

In addition, we have an agreement with the editor of Physical Review Special Topics Accelerators and Beams (PRSTAB) to publish a more formal versions of the timely papers arising from the workshop in a special issue of the online journal, with J. Rosenzweig as Special Editor. These manuscripts will undergo a standard PRSTAB peer review, and will be accepted until December 15, 2002.

We encourage as many of our authors as possible to choose this route of enhanced publication, which will place their results in an archival journal, and ensure a lasting impact arising from results reported at the workshop.
